Foreigners who flee to Japan to avoid conflicts in their home countries will be eligible to remain here even if they are not granted refugee status, under the Justice Ministry's new immigration control plan released Sept 15.
But it is unclear if the new stipulation would allow for the acceptance of Syrian refugees into Japan, who are currently flowing into Europe in massive numbers.
In addition, the ministry plans to toughen its screenings of applicants for refugee status to prevent the influx of job-seekers into Japan.
Foreigners are recognized as refugees if they face persecution in their home countries due to race, religion or political affiliation. In 2014, only 11 foreigners were granted refugee status in Japan.
Japan accepted only 11 of a record 5,000 asylum seekers in 2014, making it one of the least welcoming countries for refugees in the developed world. The government expects the number of people seeking asylum to exceed 6,000 this year.
