Vladimir Putin refused to meet the Turkish president in Paris during climate change talks as Russia announced a raft of economic sanctions against Turkey. The Russian president's spokesman said on Monday that Mr Putin did not plan to speak to Recep Tayyip Erdogan but Putin did speak to President Barack Obama on the sidelines of the summit.
